Canadian provinces run their own immigration program which is commonly know as Provincial Nomination Program or PNP. The federal government allows the provinces to design and run their own immigration programs based on their economic, labour market, cultural and social needs of each province. The overall immigration program is governed by federal government though.

Eligibility criteria vary by province and programs
You can be selected by the province and issued an invitation to apply (ITA) for the PNP or you can submit an expression of interest (EOI) in the PNP portal. After the province has assessed and validated your eligibility for the PNP it will issue you a certificate of nomination.
The eligibility conditions for PNP programs are very broad and varies from province to province and as such these broad requirements cannot be mentioned on this website.
