Let’s break down the critical events from the week of May 17 to May 23, 2026, and analyze what they mean for your journey to Canada.
🎯Express Entry: What Just Happened & What's Coming
The most recent Express Entry draw — Draw 415 — landed on May 11, 2026, and it was a PNP-only round. IRCC issued 380 Invitations to Apply (ITAs) under the Provincial Nominee Program category, with a minimum CRS cutoff of 798.
What does that number mean in real terms? Candidates who receive a provincial nomination automatically gain an additional 600 CRS points in the Express Entry system — meaning a CRS score of 798 in a PNP draw reflects an estimated base CRS score of around 198 before the nomination bonus. In plain language: if you have a provincial nomination, you are virtually guaranteed an invitation.
Why did the cutoff rise and volume drop? The CRS cutoff rose 3 points from the prior PNP draw (795 on April 27), while the number of invitations dropped from 473 to 380. The Express Entry pool contained 233,770 candidates as of May 10, 2026, and only 372 candidates held scores above 601 — where most provincial nominees land after receiving the 600-point boost. This explains why PNP draw volumes have been smaller: when provinces issue new nominations, that inventory fills up slowly.
Looking Ahead — The Next Draw: Candidates are watching the next draw date closely after IRCC paused the recent invitation rhythm. Based on current patterns, the next non-PNP draw window falls between May 25–29, 2026 (a short-pause scenario), with a medium-pause scenario pushing it to June 2–12. IRCC can change draw timing, category selection, and invitation volume at any time without advance notice.
My Analysis: For most of my clients, the clearest pathway right now remains securing a provincial nomination, pursuing French language proficiency, or qualifying for a healthcare/trades category draw. If your CRS is in the 400s–low 500s, waiting for a general CEC draw at 507–515 is viable — but don't sit idle. Use this window to improve your language scores.

🗺️Provincial Nominee Program (PNP) — The Week's Highlights
PNPs are the story of 2026. Canada's PNP has expanded by 66% under the 2026–2028 Immigration Levels Plan, rising from 55,000 spaces in 2025 to 91,500 in 2026 — the largest single-year PNP increase in Canadian immigration history. PNPs will account for approximately 38% of all economic immigration in 2026.
Manitoba: The latest Manitoba PNP draw was held on May 21, 2026, inviting 96 skilled candidates under the Skilled Worker Stream. British Columbia: BC PNP has updated its priorities around three core objectives — Care (healthcare, education, childcare), Build (infrastructure and major projects), and Innovate (long-term economic growth) — with at least 35% of all nominations anticipated for candidates working in communities outside Metro Vancouver.
New Regulations Effective March 30, 2026: Important regulatory updates to the PNP took effect on March 30, 2026, significantly shifting responsibilities between federal and provincial authorities. Provinces are now solely responsible for assessing applicant eligibility for key criteria. The updates strengthen provincial autonomy and ensure that immigration decisions better reflect regional economic priorities.
Processing Times: Base PNP applications submitted outside Express Entry increased to approximately 14 months as of May 12, 2026, while enhanced PNP applications linked to Express Entry remain around seven months. If you are on the base (non-Express Entry) stream, plan accordingly.

What's coming? IRCC has announced a new high-impact Start-Up Visa pilot to replace the existing program, with a stronger focus on proven business potential, experienced founders, and high-growth ventures. The era of volume-first entrepreneur immigration is over. The future will reward founders with demonstrated traction and clear economic impact.
For business immigration clients right now, Provincial Nominee Program entrepreneur streams remain the most active federal alternative. Many provinces — including BC, Ontario, and Alberta — maintain active entrepreneur and investor streams.
🏛️From PM Carney & Minister Diab: The Policy Signals You Need to Know
Minister Lena Diab's First Year: A detailed assessment published this week confirms the trajectory of Canada's immigration policy. Under Diab, economic immigration has become more regional — a move away from the previously federally centralized approach. The first annual Immigration Levels Plan under Diab boosted PNP allocations by 66%.
The In-Canada Workers Initiative: The first concrete details on the "In-Canada Workers Initiative" were released on May 4, 2026. At least two years living in a smaller community are required to qualify. IRCC intends to transition 20,000 temporary workers to PR status through this initiative over the course of 2026 — and has already reached 3,600 in January and February alone. Canada now has 2,154,300 total applications across all IRCC inventories as of March 31, 2026. Of those, 935,000 applications are in backlog after exceeding service standards. However, overall backlog fell by 6,400 despite total inventory rising by 61,600 — temporary residence is driving improvement, while permanent residence remains the largest concern with 542,100 applications outside service standards.
The bottom line: category matters more than ever. Some parts of the system are improving; others are still absorbing pressure. Don't assume your wait time based on what you've heard from a friend.

Express Entry Draw (May 25±): Based on IRCC's biweekly rhythm, a new draw cluster is anticipated this week. If IRCC maintains its biweekly rhythm, candidates should expect draw clusters in the weeks of May 11 and May 25, each likely featuring a PNP draw, a CEC draw, and a category-based round. A French or CEC draw this week would be significant news for thousands of candidates in the pool.
Start-Up Visa Deadline: The June 30, 2026 deadline for eligible 2025 commitment certificate holders to submit their SUV applications is approaching fast.
IRCC Processing Time Updates: With the May 12 data already released, watch for any mid-month corrections or program-specific announcements.
Ontario PNP Activity: OINP draws remain unpredictable — check the portal regularly.
